What is considered abuse of the internet at work?

We have a policy in my company that we can use the internet for personal use so long as it does not interfere with our job. Kind of vague. My question is, if I see anyone looking at anything on the internet at work think usually think poorly. Is this true for most people? Will most employers think negatively if they see you checking email even if it's just a few minutes a day or will most employer's understand we all need 10 minutes here and there to deal with personal life/issues?What is considered abuse of the internet at work?
The abuse of the internet at work is when you're surfing the web while you can be doing work. If you have work to do and you don't do it, instead, you're buying stuff online, that's abusing the internet.

I wouldn't do it because it might make you a target for gossip and suspicion. Also the IT people at your company can see what you are doing on your computer, so it isn't private, and you would be effectively telling the world your business (I know what office gossip is like). Abuse is usually considered use of the internet for non-company business. Short non-company sessions for family communication, or checking weather forecast, afternoon traffic, etc, are allowed. Not permitted are such things as porn, games, shopping, job searches outside the company, or just randomly browsing. If you are getting paid to do X and you spend a lot of time not doing it because you're doing other things on the Internet, your workmates and your boss are likely to cloud up and rain all over you.
